The active user count currently provided by the License REST service is not enough in order to predict the license after an import. If there are any users present in Crowd which are counted towards the license, the prediction is not satisfactory. This is due to the fact that the users contained in the import could already be present in Crowd, thus they would be count two times for the license prediction. The License REST service has to provide a method in order to calculate the active users minus a given set of usernames.
