This task has been split out from AOD-2684 which said that the 'Edit' link on the user browser should be visible only next to external users.

In fact, the 'Edit' link should be visible for all users because the administrator can edit the account type (Developer of Collaborator) of all users including google users.

However, on the edit user profile page, the administrator should only be able to edit the user's name and email if the user is an external (assuming the studio instance is running against google apps). If the user is a google user, the administrator should only be able to edit the account type.
