Change the review defaults admin screen to allow customers to choose on which permission scheme to base the permission scheme for an existing project

      When switching scheme, we should:
      1. remove existing permissions (except those specified in point 3)
      2. copy all permissions from the new base permission scheme (except those specified in point 3)
      3. preserve the 'create' and 'view' permissions for groups (ie. do not preserve the 'create' and 'view' permissions for roles or specific users)
