'mail.mime.decodeparameters' property should be set

      In JIRA 4.0 we upgraded to JavaMail 1.4 which supports a system property, 'mail.mime.decodeparameters', which enables more modern handling of non-ASCII mail headers. The JIRA admin portlet is warning that this property is not set:

      We should set this property to take advantage of the new JavaMail features and get rid of the warning.
