Remove Admin Gadget from the dashboard as well as from the gadgets directory

      Removing from current, and questioning whether this issue is even needed. The admin gadget has always existed as a portlet, has always been visible to regular admins, contains some useful links for regular admins like create project and users etc, why should it be removed?
