Incorrect Data Residency migration downtime estimate

Steps to Reproduce

1. Try to setup Data Residency for any application like Jira/JSM/Assets or Confluence or Atlassian Analytics or Rovo.
2. The estimated downtime is shown incorrectly where the value is shown as 15 minutes which is the fallback value in case estimator is unable to properly calculate the correct downtime for the respective application.

Expected Results

Downtime estimate should be accurate in the UI.

Actual Results

Downtime estimate is shown 15 minutes which is the fallback value in case estimator is unable to calculate the correct value in the UI.

Workaround

Use Atlassian Support to get correct downtime estimate in case the instance is big and 15 minutes value is shown in the UI which is incorrect.
