Issue Summary

When migrating data using the "Transfer Jira Data" feature, the migration status is displayed as "Completed," but the attachment migration progress remains stuck at 0%.

Steps to Reproduce

1. Follow the steps described in https://support.atlassian.com/organization-administration/docs/copy-jira-data/
2. Run the migration
3. Monitor the migration progress until the overall status shows "Completed."
4. Observe the "Attachments" progress bar/status.

Expected Results

When the migration status is "Completed," the attachment progress should reflect 100% (or the actual completion state), and all attachments should be accessible in the destination site.

Actual Results

The migration status shows "Completed," but the attachment progress remains at 0%.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
