Issue Summary

When performing a Full Data Copy (FDC) refresh on a Confluence sandbox, the Admin Hub UI reports the sandbox status as "Online" before all Confluence spaces have been fully processed and indexed. This causes admins to believe the refresh has failed when they check content immediately after the status change, even though the data copy is still completing in the background.

Steps to Reproduce

1. 1. Navigate to admin.atlassian.com > Products > Sandbox
2. 2. Initiate a Full Data Copy (FDC) for a Confluence Premium sandbox
3. 3. Wait for the sandbox status to change to "Online" in the Admin Hub UI
4. 4. Immediately navigate to the Confluence sandbox and check "Recently updated content" on any space

Expected Results

• The sandbox status should remain as "Copying data" or show a progress indicator until ALL Confluence spaces have been fully processed, indexed, and are accessible
• Alternatively, a clear message should indicate that data is still being processed even if the product is technically accessible

Actual Results

• The sandbox status changes to "Online" prematurely while Confluence data is still being processed in the background
• - "Recently updated content" shows only a subset of pages (e.g., oldest pages only)
• - No progress indicator or warning is displayed to indicate that data processing is still ongoing
• - Full content only becomes available hours or days later (depending on instance size)

Workaround

Allow 24-48 hours after the sandbox reports "Online" before validating Confluence content completeness, especially for larger instances.
