A prerequisite for using the cloud sandbox config deployment capability is that the data should have originally been copied into the sandbox from cloud production. However, as an admin restoring from my Atlassian backup taken using the backup and restore tool, I want to:

1. Restore my backup into an empty sandbox

2. Evaluate the configurations on that sandbox and make changes if needed

3. Deploy these changes from the sandbox to my cloud production using the sandbox configuration deployment capability.
