Licensed users on sandbox Enterprise apps are Guard billable.

      Issue Summary

      Enterprise-licensed users are not counted in the Atlassian Access bill. However, licensed users on sandbox enterprise apps within enterprise organizations are billable.

      Steps to Reproduce

      1. Create a Sandbox with an enterprise App on it
      2. Assign a user included in an Authentication Policy that enforces SSO
      3. This user will count towards their Guard bill.

      Expected Results

      Exclude licensed users on enterprise sandbox sites from Atlassian Access billing

      Actual Results

      Users are included in the Guard Bill even if they're assigned to an enterprise Sandbox App.

      Workarounds

      • Grant the user(s) access to an enterprise product.
      • Remove the sandbox access that the user has.
      • Add the user to a non-billable authentication policy
      • Unclaim the user
      • Deactivate the user
