Issue Summary

The "export data" data security policy doesn't prevent CSV space export.

Steps to Reproduce

1. Create an export data control data security policy
2. Set the default configuration to Blocked
3. Activate the data security policy
4. Attempt to export a Confluence space to CSV format

Expected Results

The data security policy prevents the user from exporting a Confluence space to CSV format.

Actual Results

The "export data" data security policy doesn't prevent CSV space export.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
