Right now in Backup and Restore, a user could set up a backup policy and then if that user loses permissions, it results in backups failing:

"Backups for Jira on <site> will fail because the policy owner no longer has organization or app admin permissions. To resume successful backups, ensure you have app admin permissions for the app and update the backup policy."

Up until that user being deactivated, it is not possible to see or change who the backup policy owner is. Only after they are deactivated, it is then required to update to another user in order to continue backups. 

This current functionality obfuscates the concept of a policy owner (until a failure occurs), and then puts the instance in a scenario where backups fail until a new owner is assigned.
