Issue Summary
When performing a Jira Cloud to Cloud product data migration, the admin must be an app admin of all products they intend to migrate. However, for other Jira products (like Customer Service Management, etc), being an "App Admin" under "Jira Administration" is enough. However, Jira Product Discovery requires admins set themselves as a "User (Creator)" in order to proceed with the copy product data for Jira, even if they are "App Admins" of "Jira Administration".
Admins who are "App Admins" of "Jira Administration" should not need to additionally set themselves as "User (Creator)" of Jira Product Discovery.
Steps to Reproduce
- Have any Jira product and Jira Product Discovery in a cloud site. Be an "App Admin" of "Jira Administration" and an organization admin.
- Start the Copy Product Data process and select "Jira"
- Select an eligible cloud site.
Expected Results
Admins should be able to proceed with the migration.
Actual Results
Users are unable to proceed with the migration until they add themselves as a "User (Creator)" of Jira Product Discovery. They are blocked with this error message: "You need to be an organization admin and an app admin to select this instance"
Workaround
Org/Jira admins can add the "User (Creator)" role to themselves for Jira Product Discovery.
