Ability to create a new Group and add Automation for Jira to it.

Why?

Customers would like to be able to give Automation for Jira specific permissions within their Jira/JSM instances.

Previously, when Automation for Jira could be chosen in the user picker, this was a simple step. 

However, now that this is no longer available, customers need to provide access to the only group Automation for Jira is a part of, atlassian-addons-admin.

However, this group also contains other Atlassian and 3rd Party App "users" as well. A customer may not want to give (for example: a 3rd party app) access to create a work item of a restricted level request type. 

Adding the option to create a group and add only the Automation for Jira user will give customers the more granular permissions required.
