Allow customers to re-request data residency move for Rovo after a failed migration

      Current Problem:
      When a data residency move for Rovo fails, customers currently cannot directly re-initiate the move request from the admin interface. Instead, they must contact Atlassian Support to resolve the issue or to attempt the move again. This process can be time-consuming and inconvenient for administrators.

      Suggested Solution:
      Provide an option in the admin interface that allows customers to re-request or retry a data residency move for Rovo after a previous migration attempt has failed. This would streamline the process and reduce dependency on support intervention.
