Current Problem:
Currently, once a data residency move for Rovo (or other Atlassian apps) has started and the status changes to "MOVE IN PROGRESS", it is no longer possible to cancel the move. This limitation can cause issues if the move was initiated by mistake or if business requirements change during the move process.

Suggested Solution:
Introduce a feature that allows administrators to cancel a data residency move even after the status has changed to "MOVE IN PROGRESS". This would provide more flexibility and control for organizations managing their data residency.
