Currently, the Transfer Jira data | Atlassian Support feature requires that users and groups referenced in the selected projects are always copied to the destination site. There is no option to exclude all users and groups from the copy process.
Use Case / Problem:
Some organizations need to copy project data, configurations, or issues for testing, sandboxing, or migration purposes without bringing over any user or group data, due to privacy, compliance, or licensing concerns.
The current minimum option still copies referenced users and groups, which may not be desirable in certain scenarios (e.g., preparing anonymized test environments, or when user data must not be transferred across regions).
Proposed Solution:
Add an option in the Copy Jira Data workflow to exclude all users and groups from the copy, regardless of their references in the selected projects.
