Issue Summary

Internal timeouts are causing the managed users to receive redacted emails

Steps to Reproduce

1. The issue is seen when the Email and notification visibility for external users is blocked
   Note: The actual steps to replicate are not know,n as this issue is caused due to an internal timeout

Expected Results

The managed users should receive notifications with content

Actual Results

Managed users occasionally receive emails that have been redacted

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
