Issue Summary

Hard delete of a sandbox site from backend should allow to reuse Sandbox URL.

Steps to Reproduce

1. Delete the sandbox site.
2. Request Atlassian Support to hard delete before 30 day grace period.
3. Once the sandbox site is hard deleted, Try to recreate the sandbox with the same sandbox URL.

Expected Results

Sandbox URL is reused.

Actual Results

Sandbox URL cannot be reused.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
