Issue Summary

The duplicate Project check executor detects duplicates for deleted JSM projects during data copy.

Steps to Reproduce

1. Delete a JSM project in the destination site.
2. Perform a data copy for a project with the same project key from a different cloud site.
3. Observe the behaviour

Expected Results

The migration should proceed successfully.

Actual Results

The duplicate project preflight check detects a duplicate and prevents the migration from beginning.
