Issue Summary

At the moment, if a Data Residency migration for Rovo requires more than 45 minutes or is not already present in the region of Confluence and Jira, it will require the process to be manual and executed by support teams.

If we increase how much automated migrations can cover (e.g. more than 45 minutes), this would help with benefits such as:

• Reduce manual effort required by support engineers 
• Lead to faster scheduling of migration Tasks
• Allow customers to self-serve more
