Issue Summary

Steps to Reproduce

1. Visit Atlassian Administration > Security > Data classification
2. Add a hyperlink in the guidelines or definition text box.
3. The hyperlink is considered a plain text 

Expected Results
The text box should recognise the hyperlinks and not convert them to plain text

Actual Results

The text box converts them to plain text.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
