Issue Summary
When selecting spaces for a C2C data transfer, the system migrates all user groups associated with users who have created content in those spaces, even if those groups are not actively used in the source spaces for permissions or restrictions. This results in the unnecessary migration of numerous groups that are irrelevant to the target environment.
Steps to Reproduce
1. Navigate to Confluence administration via admin.atlassian.com.
2. Go to Settings > Data transfer and create a new Copy plan.
3. Select the option "Users and groups associated with selected spaces."
4. Choose specific spaces to include in the data transfer that contain users belonging to multiple groups.
5. Perform the migration and observe the groups that are transferred.
Expected Results
Only the groups that are explicitly referenced by the space permissions in the selected spaces should be extracted and migrated to the target environment.
Actual Results
All groups that any user is a member of are migrated, regardless of whether those groups have any relevance or are explicitly used in the source spaces. This results in the transfer of many unnecessary groups, complicating the target environment and potentially leading to confusion and inefficiencies.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
