Manage settings button for Guests permissions is broken

Steps to Reproduce

1. Navigate to admin.atlassian.com -> Directory
2. Click on a User -> Grant the user with Guest permission.
3. You will see a pop-up with Manage settings button 
4. Click on the Manage settings button

Expected Results

The button should redirect to https://site.atlassian.com/wiki/admin/permissions/global?tab=external&addSpaceAccess=true&users=\{userID} to the Guest global permissions window

Actual Results

The button redirects to https://wiki/admin/permissions/global?tab=external&addSpaceAccess=true&users=\{userID} breaking the link/button

Workaround

You can navigate directly to Confluence settings -> Security -> Global Permissions -> Guests.
