Org admin can't access Backup and restore page in new UI

      Issue Summary

      In the new UI in Admin Hub, an org admin can't access the Backup and Restore page because an error indicates the user has no permission to review it and asks the user to request access from the administrator.

      Steps to Reproduce

      1. Log in to the new admin hub as an org admin in the Original User Management system (non-vortex).
      2. Navigate to the Backup and restore page: Settings > Data management > Backup and restore.
      3. Notice the error: "You need permission. Request access from your administrator".
      4. Notice there are no errors in Console and Network.

      Expected Results

      The org admin shall be able to view the Backup and restore page in the new UI.

      Request Method: GET
      Status Code: 200 OK
      

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
