      Issue Summary

      When creating a new site with the Jira product, a template is required to be chosen.

      Steps to Reproduce

      1. Go to Apps in the admin hub.
      2. Add app
      3. Select Jira
      4. Create a new site with a site name.
      5. Notice that a template is required to be selected.

      Expected Results

      Allow to create "template-free" Jira sites.

      Actual Results

      A template is required to be chosen when creating new Jira sites.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
