Confluence sandboxes with Free plan are being created when Jira sandbox is created for some sites

      Issue Summary

      When a Jira sandbox is created, after its creation, a Confluence Free sandbox is created as well.
      That causes confusion among admins because, even if a production Confluence plan is Free or standard, it shouldn't allow Confluence sandboxes to be created.
      Even if the production Confluence is upgraded to Premium, the Confluence sandbox Free is not upgraded automatically.

      Steps to Reproduce

      1. There is no exactly steps to reproduce the issue as it seems to affect only some sites.
      2. On affected sites, make sure to have a Jira premium production susbscription
      3. Create a Jira sandbox - notice it will be premium
      4. After some time, a Confluence Free subscription sandbox will be created

      Expected Results

      When we have a Confluence Free or Standard subscription on production, to not have a Confluence Free sandbox.

      When the Confluence plan is upgraded to Premium, the existing Free sandbox to be automatically upgraded to Premium as well, since it already exists and should reflect the current production plan on sandbox.

      Actual Results

      The Confluence Free sandbox is created regardless of the production plan allowing it or not.

      The Confluence Free sandbox is not upgraded if the production plan is upgraded to Premium - it is necessary to manually upgrade the Sandbox's plan to Premium.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
