Improve error message for BRIE restore failure

      Problem Statement

      • BRIE restore process is failing without generating any logs.
      • In the backend logs, we can see it's failing with below error 
        "CancellationMessage":string"Error while executing TDP colocation check and TPS site migration step"

      Steps to reproduce

      • Create a new sandbox for Production instance which is already using dedicated RDS.
      • Once created, Sandbox is visible on UI. However, "reshard" process will start in couple of minutes to move sandbox on same RDS instance.
      • Initiate Backup restoration as soon as sandbox is created [without waiting for reshard process to complete]

      Action result

      • Restore process fails without any failure report generated.

      Expected results

      • As we cannot have two migration's running, backup restore process will fail.
        There should be proper error message on UI providing reason for failure. Requesting user to wait for some time before triggering the restore process.
