      Issue Summary

      The "External User" terminology can indicate different types of users depending on the page.

      On a JSM > Products > Organizations page: The account types indicated as "External" are references to portal-only accounts (not Atlassian Accounts).

      On Atlassian Administration (admin.atlassian.com) > Security > External Users: Here, External Users can be Atlassian Accounts.

      This creates some confusion for administrators.
