Limit for sandbox data clone

      Problem

      We have a limit of 100 site imports on a single cloud instance.

      This limit is typically reached during sandbox data clones, leading to failures in the JiraExport step.

      Suggestion

      We should display a warning message on the Admin UI indicating that no further sandbox data clones can be performed on that specific sandbox instance and disable the sandbox data clone option for that instance.
