Unable to create Jira sandbox even though sandbox limit not reached.

      Issue Summary

      Even when Jira sandbox limit is not reached as per the UI display ,you are unable to create Jira sandbox.

      Steps to Reproduce

      1. Sandbox limit shows limit not reached but you are not allowed to create more sandboxes.

      Expected Results

      The sandbox limit shows correct count, comprising all Jira family sandboxes.

      Actual Results

      The sandbox limit shows less than maximum limit. You are unable to create sandbox as an extra Jira Service Management (JSM) sandbox, counted towards the total limit.

      Workaround

      Deleting the extra JSM sandbox would allow the creation of a new Jira sandbox.
