Problem
In Confluence Cloud, when a user lacks permissions to add or delete attachments in a space, they cannot upload files while editing a page. The editor menu bar option for "Add Image, Video or file" is not visible.
However, when using the shortcut (/image) in the editor, the option appears but fails to function, leading to user confusion.

Steps to Reproduce
- Ensure the user does not have permission to add or delete attachments in a space.
- Open a page in edit mode.
- Attempt to add an image via the editor menu bar (option is not available).
- Use the /image shortcut to add an image.
Expected Results
When a user without attachment permissions attempts to add an image using the shortcut, they should receive a warning about their lack of permissions, or the shortcut should not be available.
Actual Results
The shortcut option appears, and users can attempt to add an image, but the action fails without any warning, causing confusion.
Workaround
There is no workaround available; Users need to be informed about their permissions before attempting to use the shortcut.
Notes
The issue causes confusion for users who are unaware of their permission limitations. Enhancing the user interface to prevent the appearance of the shortcut, or providing a clear warning message, would improve the user experience.
