Option to open attachments in a new tab

      Summary

      In the new issue view, you do not have any options to open an attachment file in a new window or tab on your browser.

      Right-clicking does not bring up the Open Link in New Tab nor does the cmd+click (mac) or ctrl+click (windows) work.

      Proposed solution

      Allow the option to use the browser's Open Link in New Tab for attachments in the new view.
