Issue Summary

Validate Again option should be on "Validate Data" section. 

Steps to Reproduce

1. When you "Validate Data" , even if checks fail you can move ahead to "Review Selections" tab.
2. And "Validate again" option appears on "Review Selections" tab. 

Expected Results

Current placement is counter intuitive as the team who are trying to fix errors from "Validate Data" tab would want to "Validate Again" on the same tab. 

As they don't see the option to "Validate Again" they end up creating a new plan not knowing the "Validate Again" option is at "Review Selections" tab.  

Actual Results

Validate Data option comes on "Review selections" tab

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
