Issue Summary

When using the "Copy Product Data" feature for Jira with the "only customers and organizations associated with selected projects" option, the 'portal customers' of JSM projects were being migrated even though non-JSM projects were selected for copy.

This is reproducible on Data Center: No

Steps to Reproduce

It has both JSM and Jira projects in the source site. JSM has some portal customers. 

1. Go to "Copy product data."
2. Select Jira project(non-JSM) for copy.
3. Under Customers and organizations, select "Only customers and organizations associated with selected projects."
4. Review selections (it shows a count of customers under the "What's included" section)
5. Start Copy data

Expected Results

No portal customers are copied to the destination site.

Actual Results

It copies portal customers to the destination site.
