Add a required confirmation by users that they understand they are creating a brand new site, not joining an existing one.

      Issue Summary

      As noted in this community post, it is really easy for users to accidentally spin up their own sites and products when they are really just trying to access their companies existing sites. There are many contributing factors to this such as in-app product suggestions to users and lack of clarity in the way the system presents itself on the product creation pages.

      Since admins are not able to block the ability for users to create products unless they are on an Enterprise subscription, including an additional pop-up or alert that forces users to confirm they understand that they are creating a separate brand new product can help alleviate the number of unwanted sites being created.

      Why this is important

      Having to constantly go through the cancellation and deletion process for products and organizations is a long and confusing task that causes many headaches for admins. Especially when many users don't even know that they are creating a new product. Having the additional confirmation can highlight to users who might not realize what they are doing and give them a way to cancel the creation before it's too late.

      Suggested resolution

      When going to create a site on the main Atlassian pages, create an additional pop up to users that force them to confirm that they understand the process they are following will be creating a brand new site and include an option for users to cancel or go back.

      This will still allow users to create the product if they intend to as well as they are able to agree to the pop-up and continue with the regular process.
