Issue Summary

Currently there is limited control over managing advertisements, which affects the user experience. While Jira offers an option to "Turn off product recommendations," it does not fully disable all advertisements. Similarly, Confluence lacks any centralized controls to manage or customize ads across all sites and products. This feature request aims to address the need for a comprehensive solution that allows organizations to manage, control, and customize advertisements at the org level for all sites and products, ensuring a seamless and user-friendly environment.

We suggest implementing a feature to manage advertisements at Org all for all sites and products.
