Issue : Backup is failing on BRIE

Steps to reproduce :

1. The user who will run the backup should have product admin access.
2. Run the backup on BRIE.
3. The backup fails .

Here, Confluence doesn't think user has access, there are intermittent failures to talk to the cache which causes access loss for some requests.

Expected  Results : Backup should proceed without issue.

Actual Results : Backup fails with below error in backend .
