Jira C2C Product Copy should clarify the deleted users

      Issue Summary

      During Cloud to Cloud Migrations via Product Copy, the number of users being migrated show a count of all active users plus deleted users. 

      We should only show the count of active users.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
