Allow the configuration of BYOK encryption for non-enterprise customers

      Issue Summary

      At the moment, BYOK encryption is available only for enterprise customers, leaving premium and standard customers without that security feature. This can block some customers' moves to the Atlassian Cloud environment.

      Expected Results

      Allow non-enterprise customers to be able to configure BYOK encryption on their tenants.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
