Issue Summary

If the user accidentally triggers two Sandbox clone/copy tasks for the same product, one or both will fail

Steps to Reproduce

Create a Sandbox Copy of the Jira production data
Immediately try to create a new sandbox Copy

• In customer's case, the second Sandbox Copy was created within 3 minutes of the first Sandbox Copy completing

Expected Results

The user should not be allowed to trigger multiple Sandbox copy tasks for a single product at the same time

Actual Results

The user can run into a scenario where they have triggered a Jira sandbox copy and then a new Jira sandbox copy task.

When this occurs, there will be an error in the logs but the user will only see an ERROR or INCOMPLETE status

Workaround

The user needs to wait until the Sandbox Copy "Completes" with a FAILED or INCOMPLETE status.
Once it does they can retry the Sandbox copy
