Reduce Forge IP number to be whitelisted

      Currently, for an Atlassian product (Jira and Confluence have been observed so far) to be integrated with an external application (e.g. Github), it is necessary to whitelist a significant number of Forge IPs (currently 88).

      For administrators responsible for this integration, the task of adding such a large number of IPs can be burdensome. Therefore, it would be beneficial to minimize the number of Forge IP ranges.
