Issue Summary

If a sandbox site has sandboxes from both products Jira and confluence. then deleting either one sandbox and creating a new one will give the same site URL to he sadnbox and also retain the add-on's installed. (irrespective of whether the add-on is installed on the production site)

Steps to Reproduce

1. Create sandbox for confluence and Jira 
2. Both the sandbox's will have the same base site URL
3. now install add-on's on Jira and confluence sandbox 
4. Delete one of the products sandbox, and recreate it. the sandbox will get the same site URL as before and all the it will still have the previously add-on installed.

Expected Results

Sandbox should be erased completely, along with installed add-ons 

Actual Results

Sandbox get reset after recreating, but previously installed add-on are not uninstalled.

Workaround

Deleted sandbox of both he products and then recreate a new sandbox.
