Issue Summary

There is a scenario where it's not possible to migrate boards and correlated filters from C2C when the Location as User is selected on the Board.

Steps to Reproduce

1. Create a project
2. Create a filter
3. Create a board, making sure to select the user - and not the project - on the Location field
4. Make sure the filter is associated with the board, and the board is associated with the project
5. Create a new migration plan
   1. Leave the default options, they won't impact this specific scenario             
6. View the Project on the new location, and observe that the filter and board were not migrated

Expected Results

See the boards and filters successfully placed on the new site after migration.

Actual Results

No errors were found on the logs, and the board and filters were not migrated

Workaround

The workaround is to change the board's location to the project and re-migrate such boards/filters to the new site.
