This is reproducible on Data Center: (no)

Steps to Reproduce

1. Perform a Cloud to Cloud migration where you do not have enough licenses on the destination site.
2. Since the previous migration will fail, please retry to migrate a Jira project
3. Check the username of the comments for the users that were not present on the destination site.

Expected Results

• The username should be visible.

Actual Results

• Instead of the correct username, an "Anonymous" name is displayed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
