Summary
When updating a product URL in Cloud, the old URL will not be available to use on another site because we put a redirect in place:
When you update a site’s URL, we store the previous URL in your site’s history and redirect all links to the new URL. This means that when your users visit old URLs (for example, links to Jira issues and Confluence pages), we redirect them to the new URL.
Because we redirect your previous URL, changing a site URL doesn’t make it available for other sites. This means that you can’t create a new site with the old URL.
If the customer needs to reuse the old URL, they need to migrate the Cloud site to a new site and delete the old site entirely, which will release the previous and current URLs. However, that can cause issues with licensing, such as with existing Cloud Migration Trials.
Suggestion
Provide the ability to disable the redirection and release the domain, allowing the admin to use the previous site URL on a new Cloud subscription.
