Issue:

Currently the C2C pre-migration check, does not validate the user limit, for products not copied, when group-membership, which provide multiple product access, are preserved.

Example: A Cloud site has Jira and Confluence products and when attempting to copy Jira product data and choosing to preserve group membership, a group which provides product access to both Jira and Confluence have issues copying the user as it goes beyond the license limit for other non-copied product.

Suggestion:

A pre-migration check, to check the User limit does not exceed the licensed count for product-not copied, when group-membership is preserved.
