Create separate Admins for different Jira Products

      Issue Summary

      Currently, an user can be made product-admin for whole Jira Suite of services including Jira Software, JSM & JWM etc which limits Org-Admins from creating product-admin for specific Jira service.

      Suggestion:

      Allow a feature to create product-admins for individual Jira services within the Jira Suite.
