Provide a high availability, read only instance in the event of system down

Sometimes, Atlassian Systems experience region-specific problems that might prevent products from being utilized. This is a suggestion to have a read-only copy of an instance become available and redirected to during a disastrous downtime event during business hours, so customers who wish to can continue working offline until that event is resolved.

Some ideas here would be to copy the affected databases to another region that might not be experiencing the same event so that products remain highly available.
