      Issue Summary

      We see a yellow exclamation mark and the following error when there is no product in an Org.
      Error:
      We're not sure what went wrong.
      Try refreshing the page. If this keeps happening, contact support.

      This is reproducible: Yes

      Steps to Reproduce

      1. Create an Atlassian Org with only Atlassian Access product
      2. Go to Organization insights https://admin.atlassian.com/o/org-id/insights
      3. Check the "Domains with access to your products" insight report

        Expected Results

      There should be a message that there are no products available to show this insight

      Actual Results

      We get an error message saying:
      We're not sure what went wrong.
      Try refreshing the page. If this keeps happening, contact support.
